For Paris, supporting this fund serves several geopolitical objectives:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">strengthen African crisis management capacities; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">limit direct Western military interventions; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">stabilise strategic African regions; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">protect European interests in the face of migration and security crises.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">France is also seeking to establish itself as one of the main architects of the future African collective security system.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-crises-africaines-et-competition-mondiale\">African crises and global competition<\/h2>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">This visit comes against a particularly tense continental backdrop. Discussions in Addis Ababa focused on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">the east of the Democratic Republic of the Congo; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">regional security tensions ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">the global consequences of the Strait of Hormuz crisis; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">African economic vulnerabilities.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Moreover, Emmanuel Macron acknowledged that tensions in the Middle East risked having major effects on African economies, notably through: energy prices; fertilisers; supply chains; logistics costs.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Paris thus wishes to launch an initiative to support the African countries most exposed to the consequences of the Hormuz crisis.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-nairobi-addis-abeba-la-nouvelle-offensive-economique-francaise\">Nairobi\u2013Addis Ababa: the new French economic offensive<\/h2>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Emmanuel Macron\u2019s visit to Ethiopia is part of a broader African tour that began in Egypt and continued in Kenya during the \u00abAfrica Forward\u00bb summit. French support for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">a permanent African seat on the Security Council; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">the integration of the AU into the G20 ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">the financing of African peace operations; translates the recognition of an ongoing geopolitical shift.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Africa no longer wants to be merely a theatre of external intervention. It is now seeking to become an autonomous centre of strategic decision-making. However, this ambition still faces several limitations:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">external financial dependency; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">continental political fragmentation ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">limited integrated military capabilities; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">competition from foreign powers.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-une-bataille-d-influence-desormais-institutionnelle\">An institutional battle for influence from now on<\/h2>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Behind the rhetoric of peace and cooperation, a broader reality is emerging: the global competition for influence in Africa is changing in nature. The battle is no longer being fought solely:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">on the military bases; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">on mining contracts; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">on infrastructure.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">It is now also played:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">in African institutions; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">in the funding mechanisms; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">in security architectures; ;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">in the ability to influence continental standards.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">By supporting the African Union Peace Fund from Addis Ababa, Emmanuel Macron is thus attempting to reposition France within the new African geopolitical landscape.
