It is making a lot of noise for reasons that have almost nothing to do with the real challenges facing France in the global battle for information.

A committee born from a minor controversy, for major stakes

On 5 May 2026, the National Assembly published the report of the commission of inquiry into «the neutrality, operation and financing of public broadcasting». Its rapporteur, Charles Alloncle, an UDR deputy (the party of Éric Ciotti, an ally of the National Rally), presented the document as an attempt to «save public broadcasting». His opponents saw it as a roadmap to dismantle it.

Prime Minister Sébastien Lecornu spoke of a «missed opportunity». The chair of France Télévisions, Delphine Ernotte Cunci, denounced «the largest redundancy scheme in French cultural history». The committee chair himself, Jérémie Patrier-Leitus (Horizons), distanced himself in a virulent foreword.

It was a video published by the far-right website «L'Incorrect», showing journalists Thomas Legrand and Patrick Cohen in an informal conversation with Socialist officials, that provided the pretext. Éric Ciotti immediately exercised his parliamentary draw right to trigger a commission of inquiry into the «neutrality» of public broadcasting.

The mechanism is emblematic of an era: a few hours of controversy on social media becomes the institutional foundation for a six-month commission. The report was adopted under farcical conditions: 12 votes in favour and 10 against, following four hours of tense, behind-closed-doors meetings, after weeks of friction over its content and methodology.

What the report actually says: a shrunken public service

Far from the caricature that has sometimes been made of it, the Alloncle report is not a text advocating direct privatisation. It proposes neither the abolition of the public service, nor the privatisation of national companies, nor their regrouping into a single holding company. However, it outlines, with a certain internal consistency, a public service reduced in its missions, shrunken in its formats, and renewed under direct political oversight.

The answers in the report show internal consistency, but seem to sketch out a shrunken public service, rather retro, less attractive to the public and more than ever suspected of being under the thumb of political power.

What the report does not say: the geopolitical blind spot

This is where analysis becomes essential in all its necessity. For French public broadcasting is not merely a matter of domestic policy or budgetary balance. It is a central instrument of French soft power in the world.

The global information battle

Russia, China, Turkey and Qatar all share the common trait of using the media, broadcasting and social networks to influence global public opinion. It was through television drama that Turkey exponentially increased its influence in Arab countries from the mid-2000s onwards. In the broadcasting sector, the Chinese audiovisual operator StarTimes has established itself as the leader in digital television in sub-Saharan Africa, with 13 million subscribers in over 30 countries.

France Médias Monde, strategic weapon in peril

Following a report on the abuses committed by the Wagner militia, RFI's FM broadcasting and France 24's distribution were suspended in Mali. These recent geopolitical tensions highlighted the importance of French international broadcasting. These expulsions, presented by the juntas as a matter of sovereignty, were in reality proof that RFI and France 24 were disturbing the new Sahelian rulers and their Moscow sponsors.

The Franceinfo and France 24 merger: a geopolitically irresponsible recommendation

These two entities have radically different missions. France 24 broadcasts in four languages and represents an alternative offering to the major Anglo-Saxon news media, proposing an original view of international current affairs, founded on democratic values. Merging them in the name of budgetary savings would amount to sacrificing France 24's international expertise on the altar of accounting rationalisation. And thus offering an immediate strategic advantage to Russia and China in areas where their influence is growing.

The generative AI challenge, completely ignored

The committee chairman, Jérémie Patrier-Leitus, accused Charles Alloncle of wanting to «prepare the ground» for the privatisation of France Télévisions and Radio France, which is desired by his allies in the National Rally.

the political programme of the RN and its allies regarding public broadcasting

The report does not aim to build consensus, but rather to outline what the political programme of the RN and its allies might look like regarding public broadcasting. The methods denounced – questioning the neutrality of the public media and suggesting they be placed under direct political control – are precisely those used by Viktor Orbán in Hungary or the PiS government in Poland to weaken their independent media. Comparative vigilance is essential.

The committee chair himself regretted «insinuations», «calumnies» and «false accusations», considering that the report risked «further undermining our democratic institutions and the trust of the French people».

The real issues the commission did not address

What should 264 hours of hearings have covered? The list is long, and its absence is revealing.

The battle for influence in Francophone Africa

While France is in political and military retreat in the Sahel, its external broadcasting remains one of its last remaining genuine assets for influence. A serious commission should have formulated a strategy to win back African audiences through community journalism and enhanced local production.

Digital sovereignty

The soft power battle by French and European pure players is for now lost, with in particular the failure of Salto and the marginalisation of Dailymotion. Public broadcasting organisations such as Arte and France Médias Monde remain an essential part of the solution in this global battle.

Sustainable funding

The scrapping of the licence fee in 2022, replaced by a portion of VAT, has undermined the sector's independence. A genuine reform report should have proposed a multi-annual funding mechanism guaranteeing editorial autonomy along the lines of the Nordic model.

The cultural exception in the streaming era

Broadcasting quotas, media chronology and support for the CNC are threatened by changes in digital usage. The tensions between the universalist openness of French culture and the demands of cultural sovereignty, and how to preserve the independence of cultural expression in the era of globalised digital platforms, constitute the real strategic challenge.

An antiquated report

The Alloncle report may well be the last battle of the 20th century in the debate on French public broadcasting. Artificial intelligence is redefining the production and consumption of information, informational warfare has become a permanent component of geopolitical competition, and cultural sovereignty is a central issue in European policy. At the exact same time, France chooses to devote six months of parliamentary work to a political squabble over the supposed neutrality of radio presenters.

The commission chairman himself called for reflection on the place of public broadcasting in the face of global platforms, disinformation and media concentration. He considered that «it is on the basis of these answers that the questions of format, resources and organisation must be posed». This method, substance before structures, is the exact opposite of what the Alloncle commission produced.

Public broadcasting is a common good, an instrument of sovereignty and a pillar of democracy. It deserves better than a partisan report born out of social media controversy. It deserves a strategic vision worthy of the challenges of the 21st century.

Over six months of work,
