Cependant, apr\u00e8s treize ans d\u2019attente, la pilule est am\u00e8re\u00a0: <strong>cette adh\u00e9sion n\u2019est que partielle et exclut les fronti\u00e8res terrestres.<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">C\u2019est un d\u00e9tail qui change tout. Et qui, pour certains observateurs, vient un peu \u00ab\u00a0g\u00e2cher la f\u00eate\u00a0\u00bb de l\u2019entr\u00e9e dans l\u2019espace Schengen de la Roumanie et de la Bulgarie le 31 mars dernier. Car, apr\u00e8s treize ans d\u2019attente, une condition impos\u00e9e rend la nouvelle beaucoup moins festive\u00a0: toutes les fronti\u00e8res terrestres sont exclues de l\u2019int\u00e9gration \u00e0 Schengen. En clair, les contr\u00f4les routiers seront maintenus (voire renforc\u00e9s\u00a0?), faisant de cette adh\u00e9sion <strong>un accord uniquement valable pour les a\u00e9roports et les ports maritimes. <\/strong>La raison est \u00e0 trouver du c\u00f4t\u00e9 d\u2019un pays qui, d\u2019habitude, ne fait pas parler de lui au sein de l\u2019Union europ\u00e9enne. Mais, malgr\u00e9 d\u2019\u00e2pres n\u00e9gociations en coulisses, <strong>c\u2019est bien l\u2019Autriche qui est rest\u00e9e inflexible sur son opposition \u00e0 une int\u00e9gration compl\u00e8te des deux pays \u00e0 Schengen, et qui a maintenu son v\u00e9to jusqu\u2019au bout.<\/strong> La raison\u00a0: la crainte d\u2019un afflux massif de migrants en provenance de ces pays, alors m\u00eame que l\u2019Autriche\u2026 ne partage aucune fronti\u00e8re terrestre avec ces deux pays.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Malgr\u00e9 tout, la Roumanie et la Bulgarie se sont f\u00e9licit\u00e9es de cette \u00ab&nbsp;premi\u00e8re \u00e9tape&nbsp;\u00bb en esp\u00e9rant, \u00e0 terme, une adh\u00e9sion compl\u00e8te \u00e0 Schengen\u2026 qui n\u2019est, pour le moment, pas \u00e0 l\u2019ordre du jour de l\u2019agenda europ\u00e9en.<\/p>","protected":false},"excerpt":{"rendered":"<p>Bucarest et Sofia sont entr\u00e9es, le 31 mars dernier, dans cet espace de libre-\u00e9change europ\u00e9en.
